an Excerpt from the introduction

“Two Firefighters Are Dead in Deutsche Bank Fire,” read the headline following the tragic fire at Ground Zero (Rivera and Santos 2007). Less than ninety days into my position in city government, I was assigned to review the interagency operations of the principal city departments responsible for regulating the teardown of the Deutsche Bank Building, which had been damaged beyond repair in the World Trade Center attacks. Something had gone wrong during the teardown, and a fire had broken out, leading to the death of two firefighters. A city demanded answers.

“This cannot happen again,” said my boss. That was the start of my nearly fifteen years in NYC government, during which I worked on some of the toughest, most complex issues. It was everything I wanted: the chance to have an impact and make real, positive change in my city. I was fresh out of graduate school and excited to apply my skills to public policy, but I soon ran into a formidable foe: bureaucracy.

Change is difficult...

ABOUT THE AUTHOR, Jeff Roth

Jeff Roth is an author, speaker, and public leader whose career spans over 15-years in city government where he worked on some of the most complex and challenging policy questions facing big-cities today. From flood mitigation and emergency management, to fire and life safety, to taxi regulation on the streets of New York, Jeff learned every day in the massive laboratory of city government how to get things done. His work was noted in Crain’s New York Business class of 2014 Forty under Forty, it’s annual list of the most talented, driven and dynamic professionals under the age of 40 working in New York City.

Additionally, Jeff has served for over 25-years in the U.S. Army National Guard earning the rank of colonel where he was activated to respond to oversee Joint Task Force Empire Shield, Superstorm Sandy in New York City, and for two deployments overseas. He holds a master’s degree in strategic studies from the U.S. Army War College, a master’s degree in public policy and urban planning from Harvard Universitym and a bachelor of arts from James Madison College at Michigan State University.
